On April 23, 2011 a meeting took place between NTO Armenia Coordinator Lana Karlova and Higher Education Reform Experts in Armenia Armen Budaghyan, Samvel Karabekyan, Sasoun Melikyan and Nvard Manasyan. Arevik Ohanyan, Academic Evaluation and Quality Assurance Center Coordinator, joined the meeting later.
The Executive Agency is launching a new Tempus study on the management of human resources in higher education in Partner Countries. The aim of the study is to investigate to what extent issues related to human resources have an influence on the successes and failures of reforms in higher education and to raise awareness on the main obstacles and their impact. The study will also look for examples of good practice and formulate policy recommendations on that basis. Accordingly, each partner country is sent a Questionnaire on Human Resource Management in Higher Education for completion. Lana Karlova and HEIs went through the questions of the Questionnaire and provided corresponding answers. The remaining questions were to be answered with the help of ministerial representatives.
Arevik Ohanyan gave the outline of the 2-day Seminar to be held in October, 2011. The Seminar will host up to 50 participants. The main discussion issues will include:
- Learning outcomes in Teaching
- Interactive Methods in Teaching
- Evaluation and Assessment
The seminar would serve as a basis for the creation of a network. A target group of professors, lecturers, educators will be formed, and then the dissemination of the good practice will follow. Arevik Ohanyan also plans to organize the seminar annually and invite international experts to provide consultancy, give lectures, hold seminars, round table discussions etc. It is also planned to establish an “Education Club” which will systematize the network activities, foster dissemination of experience.
Lana Karlova and HEIs were asked to support the project by their participation. They could chair workshops, held discussions, make presentations etc.
Then Lana Karlova talked about Warsaw seminar to be held on July 6-7. The aim of the seminar is to introduce different European education programs. The group from Armenia, which will take part in the seminar, is nearly formed: Arevik Ohanyan, Academic Evaluation and Quality Assurance Center Coordinator, Mary Patvakanyan, International Relations Department Head at Academy of Fine Arts, Robert Khachatryan, Head of UNESCO Chair of Education Management and Planning at Yerevan State Linguistic University, and Khachik Gevorgyan, ARMACAD Director. Upon arrival the participants will start the dissemination of information among different networks and institutions.
HEIs and Lana Karlova discussed the newly created HERE-AM website (https://herearmenia.wordpress.com/). It was proposed to organize a presentation on the Website. Recommendations were also made on the Website content.
Lana Karlova also talked about ISPC survey, which gave statistics on Armenian higher education. The representatives of IPSC, headed by Hovhannes Grigoryan, don’t have the capacity to carry out analysis on the findings. HEREs were asked to carry out an analytical review. HEREs proposed first to look through the survey and then discuss their further steps and actions.
From 6-7 June, UNICA seminar on “Modernization of curricula and student centered learning” will be held in Oslo. For the workshops, organized in the framework of the seminar, NTO-Armenia is to propose candidates taking responsibility as chairs or presenters. Thus, Samvel Karabekyan and Armen Budaghyan were asked to look through the following list of workshops and report back which ones they can chair:
- Different Approaches to Learning (and New Profiles of Learners)
- How to individualize Mass Teaching Programmes
- The Strategic Approach to Curriculum Modernization
- How to use Learning Outcomes in Teaching and Assessment, with the contribution of Declan Kennedy (University College Cork, Ireland)
- A practical Approach to Completing the Tuning Degree Profile, with the contribution of Jenneke Lokhoff (Nuffic, Netherlands)
From 14-18 June, Regional Tempus-DVV international seminar on “University Lifelong Learning” will be held in Batumi. Special workshops, to be organized for academic and administrative staff of HEIs and HERE, aim to enhance the role of HEIs as providers of adult education courses and programmes for wider audience. Participants from Armenia will present general situation in Armenia enumerating adult education courses and programmes that are in the process of implementation and which are being planned for implementation.
At the end of the meeting HEIs and Lana Karlova discussed Presentation – Discussion on Mobility planned to be held approximately at the end of May by Lana Karlova, Nvard Manasyan and Alexander Hakobyan.
